Effect of high-intensity exercise program in the number of circulation endothelial: progenitor cells in overweight/obese adolescents
A obesidade tem aumentado entre a população jovem, e em consequência todas as suas patologias
associadas. Isto está atualmente associado à disfunção endotelial, bem como ao número de células progenitoras
e à sua capacidade endotelial regenerativa. O objetivo deste estudo foi determinar os efeitos de um programa
de treino com exercícios de alta intensidade no número circulante de células tronco hematopoiéticas e células
progenitoras endoteliais em adolescentes com sobrepeso/obesos.
Um total de 20 (média de idade: 16.7 ± 1.0 anos de idade, peso: 76.9 ± 13.3 kg, índice de massa
corporal: 28.4 ± 3.9 kg/m2) adolescentes com sobrepeso/obesos completaram um plano de treino de alta
intensidade de 10 semanas com 3 sessões diferentes por semana, cada sessão com a duração de cerca de 60
minutos, composta por aquecimento; exercícios funcionais de alta intensidade em circuito e retorno à calma.
Os exercícios foram realizados em intensidades máximas, com frequência cardíaca acima de 90% da frequência
cardíaca teórica. A composição corporal, o número de células progenitoras endoteliais e células tronco
hematopoiéticas foram medidos na linha de base e após 10 semanas de intervenção usando citometria de fluxo.
Resultados: Após a intervenção, observou-se aumento do número de células progenitoras endoteliais (0.0060
± 0.0021 to 0.0081 ± 0.0020%, p=0.006); o número de células tronco hematopoiéticas não sofreu alteração
(0.0319 ± 0.0070 to 0.0321 ± 0.0041%, p=0.920). Uma diminuição significativa no peso corporal (76.91 ±
13.29 to 75.6 ± 12.55, p=0.006), IMC (28.39 ± 3.86 to 27.96 ± 3.79, p=0.011), circunferência abdominal (94.05
± 11.26 to 90.21 ± 12.00, p<0.001), quantidade de massa gorda (27.53 ± 6.66 to 24.25 ± 6.19, p<0.001) e um
aumento significativo de massa magra (49.40 ± 9.57 to 51.35 ± 9.53, p<0.001) foram observados após a
intervenção.
Conclusão: Este programa de exercícios de alta intensidade de 10 semanas melhorou vários índices de
obesidade e aumentou os níveis de circulação de EPCs
Developing comprehensive indicators for monitoring rural policy impacts on landscape in Alentejo, southern Portugal
In recent decades, rural Europe has experienced major transitions, impelled by multiple drivers at varying scales, leading
to increasingly differentiated modes of rural occupance. There is a need to monitor the multiple forces driving these
transitions, so as to ensure that rural support and development policies are well targeted. In this paper, we develop a
methodology which recognizes and regionalizes the three dimensions underlying rural multifunctionality, namely production,
consumption and protection as initially conceptualized by Holmes (2006, 2012). In our approach, these three
dimensions are linked to socio-economic dynamics, which vary across space and may act as a stimulus or a constraint
on the multifunctional transition. For the municipalities in Alentejo, southern Portugal, we construct an appropriate set
of indicators for conveying the four (production, protection, consumption and socio-economic) dimensions studied.
Results show that with a robust set of spatial indicators the different dimensions by Holmes were gauged across the case
study area. Further, results also highlight the advantages of crosschecking the production, protection and consumption
dimensions with a fourth socio-economic dimension in order to comprehsively explore the possible ways in wich policy
targetting can be made. This method can be a valuable tool to inform policy targetting and decision-making, including
those of potential investors. Future research pathways are delineated in order to refine the employed indicator set and to
include other possible dimensions and analytical techniques into this innovative methodological framework
Addressing the social landscape dimensions: the need for reconciling cross scale assessments.
The rural development policy community is calling for new transdisciplinary approaches to
convey public preferences into meaningful measures for assessing landscape capacity to
provide public goods. Some of the public goods which rural landscapes provide relate to
landscape appreciation which reflects people’s preferences for particular features in a given
landscape or certain geographic unit. Assessing landscape appreciation can be dealt with at
different spatial scales, e.g from the European to the local, however these assessments often
rely on different data and methodological approaches (Paracchini et al 2012). At broader
spatial scales, a common procedure is to use proxy indicators (mostly environmental
indicators), derived from European datasets such as Eurostat or Corine, being those
indicators often integrated into composite indexes driving appreciation indirectly, while at the
local and regional scales landscape preference surveys are operational thus a
straightforward common method used to directly gather data on landscape appreciation
(mostly landscape indicators) (Pinto Correia and Carvalho Ribeiro 2012). The problem is not
only to gauge whether or not those assessments deliver comparable results but as well to
critically analyse how these top down and bottom up approaches can be reconciled in order to
comprehensively tackle landscape appreciation in such a way this can inform policy making at
different scales of governance. Another issue is that while there is an array of environmental
indicators derived at multiple scales of analysis, on the contrary landscape indicators –
including the social dimension - are scarce. Differences between environmental indicators
and landscape indicators therefore lie in the fact that the latter cannot necessarily be
generalized and applied to any context. In fact, the characteristics of different landscapes and the values related to appreciation by people are likely to be different.The work developed
throughout this paper addresses this issue as it builds on both conceptual and empirical basis
of landscape research in order to comprehensively derive a cross scale set of social
landscape indicators for conveying the appreciation people derives from rural agrarian
landscapes across the diverse European settings. The work comprises a literature review and
subsequent meta-analysis of studies on landscape related subjects that were further
assessed and validated. The ways in which to integrate land cover datasets on the data
analysis was also explored. Although in different ways, land cover was considered as one
promising avenue for devising indicators that bridge agri-environmental and social spheres.
An attempt at framing and mapping the results was made by addressing scale issues in order
to meaningfully incorporate these results at different levels of governance
Assessing the capacity of landscapes in providing public goods based on the social demand
The goal of this paper is to define, assess and geographically delimitate the public goods related to amenity and recreation provided by the agriculture and agro-forestry land covers in the context of the Alentejo landscape in Southern Portugal. Assessing and mapping the recreational public goods rural landscapes are able to provide can be dealt with at different spatial scales, e.g. from the European to the local scales. However, these assessments often rely on different data and methodological approaches. At broader spatial scales, a common procedure is to use proxy indicators, derived from European datasets such as Euro Stat, being those indicators often integrated into composite indexes deriving recreation through the demand and consumption approaches (e.g. number of beds in touristic areas) , while at the local and regional scales landscape preference surveys are operational thus, a straightforward manner to directly gather data on the most preferred landscape components for recreation, this way focussing on the supply approach. The problem is not only to gauge whether or not those assessments deliver comparable results but as well to critically analyse how these top down and bottom up approaches can be reconciled in order to comprehensively tackle recreation public goods in such a way this can inform policy making at different scales of governance. It is acknowledged that integrated multiscale assessments are inherently more complicated and often more expensive than assessments at single scales but efforts have been made in order to derive a simple and operational frameworks for comprehensively tackle a multiscale assessments. The work developed throughout this paper addresses this issue by identifying, assessing and mapping the areas likely to fulfil different types of recreational needs at the regional scale in Alentejo and further explores ways forward to upscale the results to the European scale
Characterisation and implementation of statistics tasks : an example with 7th grade students
Embora nem sempre seguindo um percurso claramente definido, a
Estatística vem sendo incluída progressivamente nos programas escolares
portugueses e é actualmente estudada em todos os níveis de ensino. Foi neste
contexto, em que se assiste a uma crescente importância desta temática, que
achámos pertinente investigar o tipo de ensino que é implementado na sala de
aula, designadamente no 7.º ano de escolaridade. No estudo participaram três
professoras de Matemática do 3.º ciclo do ensino básico e secundário, que
leccionavam o 7.º ano de escolaridade, tendo os dados sido recolhidos através
da observação das aulas em que foi leccionada a unidade de Estatística do 7.º
ano, de um diário de bordo e de duas entrevistas semi-estruturadas às
professoras. No presente texto trataremos a questão das tarefas propostas
pelas professoras, designadamente a sua contextualização e a sua origem, os
objectivos a elas inerentes, as dificuldades sentidas pelos alunos na sua
resolução e os aspectos da implementação das tarefas na sala de aula. Neste
âmbito, em termos de resultados, destaca-se o recurso a tarefas — nas quais
os alunos sentiram muitas dificuldades — com contextualizações diversas,
quase sempre fechadas e com origem nas professoras e nos manuais escolares,
privilegiando um conhecimento factual e procedimental. Na implementação das
tarefas, os alunos trabalharam, quase sempre, individualmente, prevaleceu
uma metodologia de ensino tradicional e privilegiou-se uma comunicação
expositiva, centrada no professor e enfatizando os conhecimentos e a
memorização.Although it did not always follow a clearly defined path, statistics
has progressively been included in the school programs in Portugal and
currently taught in all teaching levels. In this context, in which this theme’s
importance has been growing, we considered relevant to investigate the kind of
teaching that is implemented in the classroom, in particular in the 7th grade.
Three third cycle and secondary maths teachers, who were teaching the 7th
grade, participated in the study. Data collected through the observation of
classes, a diary and two semi-structured interviews to the teachers. In this
study, we will discuss the tasks proposed by the teachers, in particular their
contextualization and origins, their objectives, the difficulties faced by the
students in their handling and classroom implementation aspects. In this
regards, in terms of results, we highlight the use of tasks with varied contexts,
originated in the teachers, and in the textbooks, privileging a factual and
procedural knowledge, mostly closed, which found to be more difficult by the
students. In the task implementation, the students worked mostly individually,
the traditional teaching methodology prevailed and was privileged the
expositive communication, centred in the teacher and emphasising knowledge
and memorization
Placing land cover pattern preferences on the map. Bridging methodological approaches of landscape preferences surveys and spatial pattern analysis
This paper presents an innovative methodological framework – Landscape Preferences Spatial Framework
(LPSF) – which is able to translate landscape preferences, as expressed by various users, concerning
possible land cover pattern compositions into land cover pattern preference maps. The innovative potential
of the contribution lies in the exploration of a comprehensive methodical framework that facilitates
the spatial representations of landscape demands by relevant user groups thus bridging the gap between
landscape preference research and landscape planning. The LPSF developed here goes beyond the state
of the art in translating local scale preference by people into regional scale planning settings. Throughout
the paper the development and testing of the LPSF is described and explained. Although the paper focuses
on the conceptual framework of the method, it also shows the results of its application in a case study
Placing land cover preferences by users on the map: Bridging the gaps of landscape preference surveys and spatial pattern analysis in order to inform planning and policy
Landscapes provide several public goods, which, because they offer social, environmental and economic benefits, have become the focus of policy interest. Land cover patterns, being dynamic landscape components, are essential in delivering public goods. Public goods based on the social demand, such as recreation & landscape appreciation, have been progressively more acknowledged in environmental management as amenity demands steadily increase throughout Europe. As a result, there is a huge body of literature reporting landscape preferences both by the general public and of specific user groups in relation to multiple aspects of European landscapes. However, this empirical work has been revealing enormous challenges to be integrated into landscape planning and policy. This work offers two innovative outputs. One is to progress on gathering user group´s preferred land cover patterns, using in an innovative way, a non spatial model that is meaningful for respondents. The other is to map the preferences by different users into land cover pattern maps in one Alentejo municipality in order to assess the extent to which a certain landscape is likely to meet a specific social demand. Finally, the challenges for integrating the findings of this study into landscape planning and policy are discussed.

Comparing users preferences with landscape planning and management proposals at regional level – tourism sector
Landscape European Convention considers landscape an important part of quality of life for people everywhere and its protection, management and planning entail rights and responsibilities for everyone. In this sense, landscape planning should go beyond technician approaches or legal frameworks to also involve people in the processes. This raises the question of using the results from scientific knowledge developed by different methods to the design of proposals for territorial and sectorial institutional planning – moving into action to transdisciplinarity. This paper addresses this issue as it bridges across the results of a landscape preference survey for tourists in the Alentejo region (included in the ROSA project) and the landscape planning and management proposals for tourism in the Regional Strategic Plan for Alentejo-PROTAL. The results obtained can lead to the adjustment of PROTAL strategies and/or proposed land uses, improving the planning process to include people preferences
Agriculture and sustainable landscapes: agricultural diversification in the state of Minas Gerais, Brazil
A produção de alimentos é importante para garantir a segurança alimentar, e os diferentes modos de produção podem gerar diferentes impactos ambientais. A diversificação agrícola é considerada uma das formas de promover a sustentabilidade, tanto em termos ecológicos quanto socioeconômicos. Para compreender a dinâmica da agricultura em Minas Gerais este trabalho utiliza um indicador para caracterizar os sistemas de produção agrícola e avaliar a diversidade produtiva dos 853 municípios do estado. A maior parte dos municípios (62%) apresentou uma diversidade alta ou muito alta, sendo esta diversidade associada principalmente ao contexto da agricultura familiar. No entanto, a contribuição destes sistemas agrícolas diversificados para a economia dos municípios é relativamente baixa, mostrando que a sustentabilidade econômica de sistemas diversificados ainda é um desafio. É importante que, além do interesse do produtor, exista uma política pública de desenvolvimento rural capaz de viabilizar sistemas de produção agrícola alinhados com padrões de sustentabilidade ambiental
O balanced scorecard aplicado à administração pública
A modernização da Administração Pública e a melhoria dos índices de eficiência, eficácia e economia são objectivos que se têm colocado à generalidade dos países desenvolvidos nos últimos anos. Com as iniciativas introduzidas pela New Public Management, defende-se a adopção de mecanismos de mercado no sector público, maior transparência das contas públicas, maior responsabilização, maior qualidade nos serviços prestados, com uma gestão de recursos mais eficiente (value for money).
A implementação deste novo modelo de gestão pública exige uma mudança nos sistemas de informação contabilística existentes que devem priveligiar a informação estratégica, fundamental ao processo de tomada de decisão. Assim, com a modernização da gestão pública, assiste-se à necessidade de um sistema de informação que integre, para além da contabilidade orçamental e financeira, a contabilidade de gestão.
O Balanced Scorecard, apesar de inicialmente ter sido desenvolvido para avaliar o desempenho de organizações com fins lucrativos, revelou-se um instrumento dinâmico e flexível, com utilidade para as organizações onde o lucro não constitui o principal objectivo. A sua aplicação ao sector público começa a ser significativa, essencialmente no contexto internacional, onde a implementação e a comunicação da estratégia, em todos os níveis organizacionais, se revela fudamental. A aplicabilidade do Balanced Scorecard às organizações públicas é defendida por vários autores, desde que a sua implementação se adapte à realidade concreta de cada instituição, sendo necessário, por vezes, alterar o modelo original de Kaplan e Norton.
Dada a importância e a utilidade do Balanced Scorecard para o sector público, este livro revela-se pertinente e actual, tendo como objectivos colmatar a falta de literatura existente sobre a aplicabilidade do Balanced Scorecard na Administração Pública e, por outro lado, proporcionar um instrumento de trabalho útil para os profissionais que desejam implementar o Balanced Scorecard, ou um modelo com caracteríticas semelhantes, na gestão da sua organização. Deste modo, o livro apresentado revela-se útil quer para profissionais quer para académicos que têm interesse no estudo da Administração Pública.
Face aos objectivos propostos, este livro apresenta-se estruturado em seis capítulos. Num primeiro capítulo é feita a abordagem acerca dos princípios e das características do modelo da New Public Management e das reformas que têm sido introduzidas em Portugal. O segundo capítulo introduz a necessidade de um novo sistema de informação contabilística para as organizações públicas, face à mudança nas características, objectivos e utilizadores da contabilidade pública; é ainda analisada a reforma do sistema de contabilidade pública em Portugal.
Segue-se o terceiro capítulo onde se analisa a importância e a justificação da contabilidade gestão no sector público, bem como as novas técnicas e práticas contabilísticas que têm sido implementadas nas organizações públicas. No quarto capítulo é feito o enquadramento teórico do Balanced Scorecard, desde a caracterização do modelo original desenvolvido por Kaplan e Norton, as perspectivas de desempenho utilizadas, a importância da definição das relações de causa-efeito e as dificuldades no desenvolvimento deste modelo.
O quinto capítulo aborda a aplicabilidade do Balanced Scorecard à realidade da Administração Pública, as alterações ao modelo original, as dificuldades na definição da estratégia, bem como a metodologia a seguir na implementação do modelo.
Por último, no sexto capítulo são apresentados alguns exemplos de organizações públicas onde o Balanced Scorecard está a ser utilizado como instrumento de gestão estratégica; os casos apresentados abordam diferentes tipos de organizações, como organizações policiais, hospitais, municípios e instituições de ensino superior
